Winston Maxwell holds a law degree from Cornell and a PhD in economics (Télécom Paris). A former partner at Hogan Lovells and attorney at the New York and Paris Bars, Winston Maxwell is currently Director of Law and Technology Studies at Télécom Paris, Institut polytechnique de Paris.   His teaching and research activities focus on data regulation and artificial intelligence.  In 2019 Winston Maxwell was designated « Lawyer of the Year » in data protection law and in telecommunications regulation by Les Echos/Best Lawyer.

Winston Maxwell coordinates the « Operational AI Ethics » program at Télécom Paris, an interdisciplinary research and teaching program focusing on designing and applying operational AI ethics solutions to artificial intelligence use cases, including facial recognition, credit scoring, anti-money laundering, ethical search and recommendation engines. Operational AI Ethics organizes research around five themes:

  • algorithmic bias and fairness;
  • explainability of algorithms;
  • algorithmic responsibility and liability;
  • algorithmic governance and regulation; and
  • AI for the public interest.
